The overview of the river and its current status outlined in the previous section provides the basis for examination of the systemic and specific issues that are the objectives of this study.

The proposed rationale, as with catchment and subcatchment planning, is to ignore cadastral or political boundaries of local and state government and work with the natural boundaries of the river system that underpin river planning and are encompassed in the Georges River Regional Environmental Plan.
